MoU Signing Between GASPI and the Lord Mayoress of Banjul

An official introduction of the Gulf–Africa Strategic Partnership Initiative to the leadership of REFELA and opened the door to strengthened collaboration between Banjul and Riyadh.

Today marked a major milestone in the advancement of Gulf–Africa cooperation as Mr. Demba Hydara, Executive Chair of the Gulf–Africa Strategic Partnership Initiative (GASPI), met with Her Worship, Lord Mayoress Rohey Malick Lowe of Banjul, who also serves as the President of the Network of Locally Elected Women of Africa (REFELA).

The meeting served as an official introduction of the Gulf–Africa Strategic Partnership Initiative to the leadership of REFELA and opened the door to strengthened collaboration between Banjul and Riyadh, with plans to formalize a twin sister city relationship to foster sustainable diplomatic, economic, and political development.

During the engagement, both leaders discussed a shared vision centered on actionable, people-focused development. This dialogue culminated in the signing of a landmark Memorandum of Understanding (MoU) between GASPI and REFELA/Banjul City Council, establishing a formal framework for long-term cooperation.

The signing ceremony was attended by the REFELA National Coordinator for The Gambia, regional coordinators, the Deputy Mayor, CEO, senior management of Banjul City Council, and the GASPI delegation, demonstrating strong institutional alignment and support.

The newly established partnership is built on four strategic pillars:

  1. Women and Community Empowerment
  2. Improved Access to Essential Resources, including clean and safe water
  3. Sustainable Urban and Rural Development
  4. Strengthening Sports and Education Systems, across both conventional and madrassa institutions

These areas reflect core community priorities and provide a solid, action-oriented framework to drive transformative outcomes.

Today’s MoU represents a historic step forward and highlights the expanding leadership role of African women in shaping regional and global development agendas. The collaboration between GASPI and Banjul/REFELA is set to unlock new opportunities, strengthen local governance, and enhance Gulf–Africa relations through shared vision and determined partnership.

GASPI extends its appreciation to Her Worship, her leadership team, and REFELA for their commitment to accelerating joint development efforts for the benefit of communities across Africa and the Gulf.
